Steve Quigley is a seasoned government relations professional with 30+ years of experience in business development, lobbying, public affairs, association management, and public administration. Throughout his career, he has earned a reputation for being a trusted advocate who gets results while building lasting relationships across the public and private sectors.

Steve founded SAQ Consulting, Inc. with a clear mission: to help clients successfully navigate government systems, advance their priorities, and build strategic partnerships that drive impact. His background includes extensive work with elected officials, C-suite leaders, and agency decision-makers, giving him a comprehensive understanding of how to align policy, business, and community goals.

Prior to launching SAQ Consulting, Steve held leadership roles in regional government associations, corporate government affairs, and state agencies, including the Illinois Emergency Management Agency and the Illinois Department of Transportation. This diverse experience provides his clients with insider knowledge of how government really works—both on the record and behind the scenes.

Whether managing complex legislative initiatives, advocating for local and regional priorities, or guiding clients through procurement and grant processes, Steve is a hands-on partner who believes in proactive strategy and trusted collaboration.

In addition to his professional work, Steve serves as the long-time President of the Board of Education for the eight largest school district in Illinois with a an annual budget of over $300 million dollars demonstrating his commitment to public service and community leadership.
